I am the system administrator, logged as such, can't find a way to change these policies of 'administratoer' to allow me to download and install a program that I want to install!

· Which edition of Windows vista is installed on the computer?
· You are able to install other programs outside of Quicktime?
However, you can try the steps below and check if it helps to install Quick time.
Method 1
a. open the location of the downloaded program.
b. right click on Setup.exe or install icon.
c. click the run as Administrator option.
Check if the program is installed.
Method 2
Try to temporarily disable control user account (UAC) on the computer and try to install the program and check if he moved very well. Subsequently re-enable the UAC settings after installing the program.

RWhen I try to hang a new monitor with VGA computer cable runs and gives me the BIOS display then it starts to load microsoft. After a few seconds (maybe 30) it says no "supported" thanks for any help.

It's good to hear - it means that the monitor is OK and that it is compatible with Vista. It is still unclear on the video card or the motherboard on the computer (or any other problem this computer might have) = but one step at a time. You have made great strides and ruled out several possible causes that we must now check or test.
What is the EXACT error message you are getting (Word for Word)? Which is the key to product, the manufacturer, brand, model and serial number or your computer (I assume it's using the original video card)? What i the manufacturer, brand and model of the new monitor?
Even if you could get the Microsoft drivers (which I don't think you can), you should take them to the device manufacturer or the manufacturer of the computer, if they moved on the computer. They are likely to be more current and have fewer problems. And you want drivers, firmware and software necessary or required by the device (they will be either the list which is available or you can ask for help and they should direct you to what you need). Go to the Device Manager by going to start / find and type Device Manager and enter and then double-click on the program icon that appears. Check each device to a red x, yellow! or white? These identify devices with problems probably (drivers, but also of conflict or something else). Click on each for more details and troubleshooting tips. If you need to get drivers (and you shouldget to the monitor, the video card and the motherboard and all you have time to do - they can help way beyond simply solve this problem), let the computer dealer or the manufacturer of the device (NOT of Microsoft Updates). I hope that drivers will solve the problem. If not, we have to try something else (not sure what yet, but we will come with an option).

New HP laptop, Intel processor running Windows 10 (so I find it almost impossible to find something useful on the computer system - I'm NOT a fan of Windows 10).
(I have a Mac and an iPhone at home, so am very familiar with iTunes)
Downloaded iTunes for PC version 12.3.3 (which shows in my downloads as iTunes6464.exe)
But when I try to install the package I get an error message saying "you cannot install this program on a PC. Contact the Publisher of the software. »
No previous iTunes installs on this computer... I have on this machine - it's the only other Apple Quicktime software.
I'll hop on the site of HP support too, but would like to help here, if they are available.

Specific advice Apple seem to be uninstall QuickTime, it should no longer be necessary and has a few potential security vulnerabilities. See Uninstall QuickTime 7 for Windows - Apple Support.
Assuming that you have a 64 bit system, this facility expected to be compatible. For general advice, see troubleshooting problems with iTunes for Windows updates. More information area has direct links with the current and recent if you have problems to download, need to install an older version , or want to try the version of iTunes for Windows (64-bit - for older video cards) as a workaround for problems with installation or operation, or compatibility with third-party software. It can help with the right button on the downloaded Setup program and use the run as Administrator option.

Try to use the Microsoft FixIt tool to uninstall applications. Microsoft FixIt can help when programs do not want to install or uninstall.
1. download from the link below and run it. (Note for each program, you will need to rerun the Microsoft FixIt tool)
2. asked about if you want to choose options or run automatically, choose "automatically".
3. the next thing he'll ask is if the problem you are having with the install or uninstall. Select uninstall.
4 Microsoft FixIt will then list all the programs currently installed, and you can select the one you want to uninstall. Start with what ever you prefer.

My computer crashed and after the purchase of another, I used the Migration Wizard to copy all the files to the new computer. Everything was going well until I tried to launch LR6. It was two weeks ago and a search for many pages of the Adobe Web site. I pulled the ram to inspect it, it's the right speed, ddr2700, and after running for an hour, it was cold to the touch! I'll try to get a new keyboard and replace it, their pretty good work, if still not good it becomes pieces on ebay... lol tx again... Marty
