trying to restore my dell 1520. "repair your computer" option is not available on the «Advanced Start menu»

I have an Inspiron 1520 running Windows vista. I'm doing a restore of the entire system, instructions on the Dells Web site that press "F8" at startup. It is no problem, Advanced Start menu opens, and then its saying to select "Repair computer". That's the question, 'repair your computer' is not where to find them. I tried several times to contact Dell about this issue. They tell me when I chat online to call, when I call they want to charge me for technical support because my laptop is out of warranty. Please help, I need to have my laptop works properly again for work or school.
