  What is your iPhoto library?  If it is important, the upgrade of Photos may take several hours without any visible progress.  Let it run all night, if your library is large.

  Is your iPhoto library in your folder of images on your new Mac, or is it on an external drive?  If it's on an external drive, check the file system. Is it Mac OS extended (journaled) format and not a Time Machine disk? With another file system, it is not possible to migrate the library on this drive.

• One of my iPhoto library isn't stop unexpectedly

  What version of iPhoto do you use?   Are these old libraries or backups Time Machine? TM backups cannot be opened directly, you must first use TM to restore the disk
