Unable to connect to the internet on vista. Will aid upgrade of windows 7.

I can not connect to internet on my laptop Toshiba running Vista Home Basic.  My computer detects the wireless router and I tried the wired connection with no result.  When I run the repair of the network it is said that the diagnostic policy service is not running.  I tried the advice from microsoft to launch without success.  I am interested in upgrading to windows 7.  I need to fix this problem in vista first, or an upgrade to Windows 7 will solve the problem?

sounds like a driver for most problem, and I would recommend a restore to solve this issue of diagnosis.
However, to answer your question, the upgrade should not severe at all as long as you get the right drivers.

    Remove the Vista updates; two ways to do this:

    1. a System Restore to before the updates:

    Click Start > programs > Accessories > system tools > System Restore > restore time/choose your own date > next

    If you use Norton, disable it before using the system restore.

    If it is impossible to enter the Normal Mode, do a Safe Mode system restore:

    Press F8 at the startup/power and the list of startup options, use THE ARROW key to select Safe mode > and then press ENTER.

    I had a power supply die on me after about 3 years of use. I went and bought a new one. It does not fit into the case for some reason any (as. 25 "too big.) So I bought a new case and transferred everything just above. Ok. The system turns on and works fine except for one question: I can't connect to the Internet more.

    Everything worked fine until PSU croassé. I'm running on an ASUS P5N32-E SLI Plus motherboard with 4 GB of RAM. The machine has 2 available LAN connections, and I have always used just on the other without any problems before.     Follow the instructions below that may help you resolve the issue.

    Method 1:

    So that the network is working properly, let's check to see if your network services are working properly.
