Unzip/Photo bug Viewer introduced by Windows Update?

Since may, 2013 automatic Windows Update, zipped .jpg files are no longer files can be decompressed correctly with Windows built-in unzip feature. . Jpg can be read in Windows Photo Viewer.  All buttons in the bar of tasks and functions right/left click in PVS are now disabled.  They were not before may 2013.  PVS seems to consider 'read only '.  But same .jpg can be opened in paint and saved.  Then, the wild poliovirus works very well with this .jpg.

This new major drawback can be fixed?

1. How do you create these jpg files? I saw a jpg of a document. Whence this jpg

2. Please download the jpg.  Use one of
 
 
zip to the top and see if you can reproduce the problem.
 
Still, I don't see the problem with the file that you have provided. All functions of the wild poliovirus
has worked.
