Update for Windows Vista for systems x 64 (KB973917) does not maintain install. Error code is 8E5E0147. Could not find this error code. When I try to install by choosing to install updates and turns off, bad computer stops and asks for the safe or normal mode on restart. In addition, video and streaming is now slow. Don't know if that is related, but audio and video are very mismatched.

The error you get when installing the update could be due to the incomplete file download. The size of the file you mentioned is 3.9 MB, but the actual file size is 4.1 MB.
Then, download the complete file from the link given below and install it. Follow the link given below to download the file.

KB2183416 Windows Update for IE8 repeatedly fails with the error code "WindowsUpdate_8007371C" "WindowsUpdate_dt000"

McAfee applications (and Norton) are known for not not upgrade (or uninstall) "clean". If you have McAfee Security Center installed since you bought the computer, he is been updated (automatically) several times. Try the following:

I have Windows 7 Edition Vista Home Premium; and noted that for several years ANY update for Silverlight will fail: it will download but not install. I understand that a seller of windows is not installed, looks like mine done in ' 05.There is something on the part of Silverlight is not signed digitally. My record of updates shows NOTHING for Silverlight. There is a single entry, "Microsoft Silverlight" in the updated register and register the program. I can't uninstall, even by Microsoft'sIlverlight Home Page on an installation or uninstall. Been through the web, don't want to spend $ on something I don't know. What I have has been disable Silverlight to add it in the menu under Internet Options.

You don't tell us if you get the error codes or not.
You need SP2 must be installed to support still available for Vista.
Click Start > right click on computer > left click on properties > see if you have Vista 32 bit or Vista 64-bit installed.
