One of the most common causes of this error code is the Anti Virus and Anti Spyware software running on the computer.
You can try to disable them, and then try the updates again. Keep the firewall however.

Just out of curiosity, why all these steps? Why not simply do step 9?
1. #9 step alone can not have solved the behaviour & we wanted to be certain that no "leftovers" Norton formed the scr3wing things.

Update for Windows Vista (KB2676562) security failed 34 times since 05/16/12.
How to solve this problem?
Hello
Follow these methods.
Method 1: Follow the steps in the article.
The problems with the installation of Vista updates
http://Windows.Microsoft.com/en-us/Windows-Vista/troubleshoot-problems-with-installing-updatesMethod 2: You can temporarily disable your antivirus and then try to install the update.
Disable the antivirus software
http://Windows.Microsoft.com/en-us/Windows-Vista/disable-antivirus-software
Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you should not disable your antivirus software. If you need to disable temporarily to install other software, you must reactivate as soon as you are finished. If you are connected to the Internet or a network, while your antivirus software is disabled, your computer is vulnerable to attacks.Method 3: Follow these steps.
Step 1: If the methods above do not help, we can put the computer in a clean boot state, and then install the update manually.
To help solve the problems, you can start Windows Vista by using a minimal set of drivers and startup programs. This type of boot is known as a "clean boot". A clean boot helps eliminate software conflicts.
