'Upgrade to Windows 8.1 free' application in the store asks me to log on as an administrator - I am already an admin and I can not understand how

When I go to the Store tile in Windows 8, I was happy to see the "upgrading to Windows 8.1 free". I read about this free update, but it has never been available for me so far.

However, when I click on download, it gives me an error saying: "you must use an account with administrator privileges. I'm an admin on the machine (for example I can run a command as administrator prompt without giving any creds). So I am confused on how to proceed.

Any suggestions are appreciated.

Try to uninstall Windows Update KB2871389, then put it back.
