    Several failed attempts later, I tried to restart in "Safe network Mode", which is where I am currently.

    My next option, I might try a system to a previous restore... point?

    you're going to 64 bit to 64 bit and using anytime upgrade, you do not have to install anything.  go to control panel, system, at the bottom it will say that windows is activated and there is a place to enter a new product key.  You can enter the key to upgrade to ultimate and it will unlock the ultimate features.  everything will remain the same with the exception of now you have ultimate features.  You must activate windows Ultimate edition, but you can do directly from where you have changed the key.  then restart.  When you return to windows from a restart go to control panel, windows update, and you will see more updates, IE. language packs.
