Upgrading to Windows 7: compatibility of the device data could not be loaded

I tried to upgrade my L300 (and otherwise my P300) from Vista to Win 7 with two DVDs of upgrade provided by Toshiba end 2009. I followed all the instructions, as to recover the system to the State of delivery, deletion of outdated drivers and install new drivers with the DVD driver. But when I insert the Win 7 DVD and start the installation, I soon get the following (originally in German) error message:
"The device compatibility data could not be loaded. Error code 0x1F.*.
German support Toshiba could not answer my question so far, then I wonder what is the problem and how do I get my installation is going. It's kind of frustrating after paying for the upgrade DVD, but the installation does not work.
Thanks in advance for any help on this error.

    Update CPU which proved later to be bad.  Replaced by original CPU.  Re-installed Windows XP Home using a slipstreamed CD that I burned the original non - OEM drive that has Service Pack 2.  Integrated Service Pack 3 which I got from the MS. site  Everything works well except for Windows Update.  The setting seem to be correct in Administrative Tools/Services.  The status of the Service is "stopped".  When I try to start the automatic updates from Administrative Tools/Services I receive "error 127: the specified procedure could not be found."  Also "error 0 x 80240036: could not start the service automatic updates on local computer»  Used the range of anti-virus and malware and found nothing.  Currently using Avast 7.0.1426.  I also used various tools of Fix - It MS nothing helps.  Any help would be greatly appreciated.  Thank you.

    I was able to fix this on my own. It seems that the registry has been damaged (as I thought).

    Changed the DisplayName property is property in the register of "Windows Defender" to "@%ProgramFiles%\\Windows Defender\\MsMpRes.dll,-103" which in reality should not be the cause of the problem, however, the DisplayName property original of the resource file.

    When you get the recovery console, type 'copy c:\WINDOWS\ServicePackFiles\i386\biosinfo.inf c:\WINDOWS\inf' without the qoutes. There should be a space between the copy and the c: and the first destination (at the end of the inf of the first part) and the second (just before the c: of the second) another one, all this should be no space. If that doesn't take care of the problem, then heres how do the installation of repair you asked

    This file is linked to your nVidia video card.  You can do one of three things:

    1. go to nVidia, download the driver for your card (look in the Device Manager (start > run > devmgmt.msc > OK) for the model) and install the latest driver.

    2. right click on an empty space on your desktop, choose Properties and then go to settings > advanced and find the place to disable the tray icon (you'll really have to have anyway).

    This file is a Trojan horse. The Trojan horse is set to run at startup but the file is missing now and that's why you get the error. You have removed the malware, or your antivirus/antispyware program did. In all cases, a reference has been left in the boot file. You can remove the reference by managing your startup.

    Because you had a piece of malware, the chances are too high you had others. It would be a good idea to scan with your antivirus with updated definitions and a good software like MalwareBytes antimalware program ' Antimalware (MBAM) from http://www.malwarebytes.org . The program is free. (There is a paid version, but you don't need to buy it to remove the malware).

    Once you are sure that your computer is now clean, rest boot entry you can delete:

    Start Orb > Search box > type: msconfig and when it appears in the results area above, right-click and choose 'run as administrator '.

    If you are prompted for an administrator password or a confirmation, type the password, or click on continue. Then see what is on the Startup tab.     You have posted in forum Windows XP hardware and drivers.  You should have posted in forum Windows 7, probably the forumprograms .

    If you post here, remember to include the name of the application that could not be loaded. Is Yahoo Messenger? Something else ("all applications for which I get this error")?

    Your question is also confusing: you get this error message every time that you do a reboot?

    You can use msconfigor Autoruns (look at the 'Connection' tab) to temporarily disable programs that start automatically when you log in to isolate the application that is causing the problem.

    It is sometimes easy to get rid of the error message by doing something like disable the startup item in msconfig (if you can still find), but I suggest you fix the problem and difficulty not only the symptom of the problem by simply deleting the startup message.
    I would also not recommend you start digging in the registry to try to find the startup item and remove it unless you have a backup of your system or at least a backup of your registry, because there is no 'Cancel' or 'quit without saving changes' option in regedit.  If you make a mistake, that's all.
    These ideas relieve 'rapid' and sometimes risky of the symptom if they not even work at all, but they can't actually solve the problem.  Also, I'd be suspicious of ideas that begin with the words "try."  You don't need to try things, you need to fix things.  You don't need to try ideas that might work, you must do something that will always work all the time.
    Here are the detailed instructions that protect you and solve your problem in the 'right' way.
    There is very little. DLL files that should be loaded from the C:\WINDOWS folder and is not one of them.  If you can't find a good explanation for the name of the file in a Google search, re chances while your system is currently or has been infected with malicious software.
