I was using my bluetooth mouse when I plugged my mobile phone (via USB cable) in charge. I have done this before w/o a problem (perhaps in another USB Port, now that I think about it) but I did this time and I instantly lost the ability to use my bluetooth mouse and the "USB device not recognized" bubble popped up. Now, this window pops up almost every 10 seconds even with disconnected USB mobile phone.
I went to bluetooth devices trying to pair my mouse w / new laptop and I can not. It's not show my mouse and when I go to Bluetooth settings and try checking the box (and pressing OK) under the discovery that reads "Allow Bluetooth devices to find this computer" it gives me an error saying that this is impossible.

Hi, this problem recently just started to happen, nowhere I can say. Whenever I turn on my computer or it wake up from hibernation, a message from the task bar appears saying "USB device not recognized". However, there is nothing plugged one of my USB ports. I have three USB ports available, and all are empty. I tested all three ports in something by plugging, and all three ports seem to work well. What can I do to get this message to stop appearing? It baffles me that THOUSANDS of people have this problem, or a variant of it, and no ONE at Microsoft or elsewhere also offers a real solution. Unless of course you want to count the method "unplug your computer", which is the most foolish band-aid for a problem I never heard, even if it works for a lot of people (most). I, unfortunately, am one of those for which the "disconnect" method magic does NOT work. I tried everything what all other posters and responder suggested (BIOS upgrade, change Legacy BIOS definition Enable to disable to activate again, driver updates, uninstall all USB, full power down and restart hours later, use CMD prompt to show only devices, etc.) and do not know what else to try. I would really like to see a REAL answer as to the cause of the majority of the questions posted about the USB error outside the usual "restore your settings, use your restore disk, unplug it, replace your USB key, etc etc etc. HEY! MICROSOFT! SOLVE THE PROBLEM! OR, Hey, here's an idea, a news for you, I'm sure that... don't they exude products until they have been tested (NO! I mean really, fully tested [see XBox 360 RROD])
In case anyone reading this is a real working solution, I'm on a Toshiba A135-S2386, Vista Home, and each USB port is unusable on any device. All ports feeds the device and noise sounds to indicate that a USB device was attached and then proceeds to the display of the error "USB device not recognized" and shows and shows an unknown device connected. It does this for any USB device.

That error usually comes up when a non bootable USB device is connected. Check the Bios and make sure that the CD drive and HARD drive are loading first. That should solve your problem. If this is not the case, make sure that you don't have any USB stick or disk external HARD connected until the PC load.

At this point, I think it's a good idea to run a scan for viruses/malware on the PC with the anti-virus software that you have installed.
Also, if you haven't already, I would try removing the USB controllers and restart again, now that the updates of Windows are installed. Don't forget, you can even download the drivers directly from manufacturer support site for your PC, if they install automatically when you restart after their removal.
Finally, take a look at the thread I linked below. The first answer is quite similar to that mentioned above in this thread, but there are also a few other really good measures listed there as well. Then take a look at the linked thread and see if that helps at all.

Uninstall all devices under USB controllers.

Enter 'Yes' to reset the ereader. You may need to configure the screen (X button with the tip to draw at various points)
