  Excel does not part of Windows - key on the COA sticker is for Windows. If you bought the program in Excel, you have the key to this on the packaging that it has come.

  If came preinstalled winxp either you should have a recovery cd or a hidden restore partition. Only PC manufacturer can provide a restore disc.

If you have used the media to restore HP shipped with your system and are always asked for a key and one on the sticker machine is not accepted, then something is certainly.
