Vista will not initialize my external hard drive

I have a hard drive that I took from my old PC (the disc is in the 3.5 series) and I bought a case for it so that I could connect to the laptop, I did that he is set to slave and went to initialize, but when I click on it it says "the device is not ready".
The driver is up to date and I don't know what to do. Please help, thanks in advance!

    I have an HP Presario laptop running Windows Vista and it does not recognize my external hard drive, or my flash drives.

    I have an external hard drive Eagle Consus AND-CS2PSU2-BK.  It worked fine on my desktop, which works on XP.  I plug it to my computer laptop and nothing.

    When I plugged it in the first place, he says that he needed to download the drivers.  I clicked 'ok' to automatically download drivers and a few seconds later, he said that it successfully completed the driver download/install.

    I look under the drives in my computer and he's not here.

    Did you use the same cables in your home that have been used in your friends?

    The physical location being the only variable might mean that a wire or cable is loose.

    The reader must be reinstalled in the hard disc enclosure.

    I recommend that you check for loose connections.

    Make sure you use your laptop, 3 USB ports, not then a USB 2 port to see if one will work. If it does not power up to contact Western Digital for support.

    Try the following.

    Judgment of the laptop and unplug the 2nd HARD drive.

    Robinet tap away at the key esc that you start the computer to launch the Start Menu, and then select f10 to open the bios menu.  Press f5 to load the default values (sometimes it's f9, but the menu below indicates the correct key), use the arrow keys to select 'Yes' and press ENTER.  Press f10 to save the setting and still use the arrow keys to select 'Yes' and press on enter.

    When windows has reloaded, download and reinstall the Chipset driver at the following link.

    When this is finished, stop the laptop.

    Reconnect the 2nd HARD drive, then start Notepad and let Windows take over completely for a few minutes before checking if the reader appears in the lower part of the disk management window.
