  3rd party applications and malware are often cause for this. Have you tried the clean boot such as suggested above (that isolates the background application that could cause the problem)? Also try to run a full scan with your antivirus.

  All of the tabs in the Manager tasks is very important programs required for your computer to run, that's why we recommend you not to process the end of it. Please note that finishing process is a crucial process that could disable some important programs which is necessary for your computer to function normally. If you want to make your computer run faster, you can customize the programs you want to run including required from Microsoft programs. You can do this by performing a clean boot, to do so, kindly check How to perform a boot in Windows 7. In fact, when I press Ctrl + Alt + Delete and with the pointer of the mouse on "Start Task Manager" I can see the mouse commit but I don't know what process is engaged to achieve. I can also drag files in folders or use the scroll wheel with my mouse. I use a Lenovo laptop on a dock with a keyboard and a Microsoft wireless mouse. I seem to be able to drag the files when I'm not on the dock. Anyone have any ideas? Thanks in advance!
