What is the purpose of the 'neighbourhood' of printing file in each folder Windows Vista user?

It does not printers or links to all printers, even if 7 printers are installed on the computer.

'Neighbourhood' of printing stores the path to the folder containing shortcuts to printers that you have added to the computer.

These files are called a junction. Junctions work as shortcuts, but in the case of Vista look like standard folders with an arrow. A junction is intended to reorient the programs that access to their to their equivalent of Windows Vista. Since junctions aren't really folders, it is not possible to access, and any attempt to do so will give an "Access denied" error.
