    Norton is a 4 AVs programs (antivirus) which will stop Windows Defender.
    The reason is that Norton has its own advocate. Run 2 defenders in the same machine allows to create conflicts.
    So what you notice is normal.

    As for access to startup programs, defender of the window isn't the only way.

    Start > in the search box, type msconfig > Enter > Startup tab > here is the list of startup programs.

    To disable = uncheck the box in front.
    To activate = check the box opposite.

It is rather scary how many different places, which is not intended to be used for automatic startup programs can actually be used for that purpose. And any program that uses these must legitimately be classified as malware. In my case, the keylogger itself was nailed to theuserinit to WinLogon (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon) entry.
