  If Firefox is closed, and an external link opens Firefox, you must go to history > recently closed tabs and open tabs before closing Firefox. If you don't 'last session' will be gone and only one page than the open external program will be the new "previous session."

  Hi, 41 of Firefox, you must use the add-on tab override (browser.newtab.url replacement), to make changes to the page tab.

  Once installed, open the Add-ons (Ctrl + Shift + A) Manager > Extensions, and then look for the new tab override and click Options to set your preference.

  Notice, if you want only the new tab to be the same as your home page, you can use the Add on new tab homepage instead.

  You will then need to restart Firefox for all changes to take effect.

  I guess you don't watch this page when you closed Firefox last time. Also that you are not in private, correct navigation mode? Looks like it is maybe a problem with Firefox being able to save your file pref.js. You should try the steps listed in the preferences section that won't save trouble.
