  Safari/Preferences/Advanced - activate the menu to develop it, then go ahead and empty Caches. Quit/relaunch Safari and test. Then try Safari/history/Show History and remove all items from the history.  Quit/relaunch Safari and test. You can also try try Safari/Clear History... The downside is that it deletes all cookies.   It is a known issue with 9.3. Currently, Apple knows about the issue but has yet to release a patch.

  Workarounds are the people see if the Opera browser or puffin can work for them. Or they can go into the settings, safari, advanced and disable javascript.

  In WinMail go to tools | Accounts | Mail and check if the other account is there.  If so remove it and make sure you have the correct account as default.  Then go to control panel | Default programs | Associate a type of file or Protocol with a program and a page down to protocols and are looking for the Mailto and set default Winmail.

  If it does not help, then you should explain what you mean by "opens someone to another email address.

  Folders.dbx is probably damaged.
   
  In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.
   
  The path to the message will be very similar to this:
   
  C:\Documents and Settings\Your User of utilisateur\Local Settings\Application Data\Identities\ {long string of letters & numbers} \Microsoft\Outlook Express
   
  With OE closed, find the Folders.dbx file and delete it.  Another will be created automatically when you open OE.

  If you recently updated to El Capitan, your version of iPhoto is not compatible with this OS.
