Toshiba 32RV635D does not power off when the computer turns off

I inherited a Toshiba 32RV635D. I have a PVR based on linux (Mythtv) connected to the TV via HDMI, connected on a Nvidia GT610.
With my previous TV, a Vistron LCD Panel at low prices, he would go to sleep when the put PC into hibernation and light up when the PC came back.
This required no configuration of me, he's done right. The Toshiba TV does not work.With this Toshiba TV, when the POR turns off the TV turns off screen but is actually still on - power led remains lit in green.

The computer turns off accidentally during an update, the pc will not boot

I am running Windows Vista Home Premium.
Acer Aspire M5640
Intel Core 2 Duo E 7200
RAM 3 GB DDRII
500 GB Sata HARD driveI went out to do some quick shopping and turned on my pc. When I got home, proceeded to check my email (gmail) that I had left open. Went to click on an email from a reliable source, so I don't think it's associated virus. Could not click on everything that was running, pc is frozen. I tried cntr + alt + delete to continue with a reboot, does not open. So I held the power button for just shut it down and restart. When the computer has been restarted, it goes through it's normal procedure, until it gets to a green screen of Windows Update. When the pc is turned off, there is absolutely no indication that an update is underway. Now the computer begins to restart, gets to the screen update hangs and stops at reboot, samething over and over. Talked to Staples, not covered by the warranty, problem of Microsoft. Called tech support with Acer, same thing and they wanted to charge me $129 / hr to fix over the phone. That's why I'll try and see if anyone here can help me before I go the road of Acer.

You can not download a genuine copy of Vista on the Net.
If you can borrow a friends correct (no Acer, Dell), discs of recovery etc. Microsoft Vista DVD, you are 1/2 there.

Through the conversation up to now, I understand that your computer's time is off and restart the computer in mode 'sleep', after that you attempted to add your RAM of the laptop to an empty part of the RAM.
Desktop contains a battery at the time when they are off, similar to a watch. Like a watch, the battery should be replaced when it runs the power. If the computer date and time stopped, possibly the CMOS battery is bad and must be replaced.
The two issues could be inter related and can be fixed with the issue of computer time to fixation. I suggest you to contact your system manufacturer or a local technician to reset or replace the CMOS battery.
If the problem persists even after having changed the CMOS battery, you can take your help system manufacturer to update your computer's BIOS (Basic Input Output System).
Warning in the BIOS: Change BIOS / semiconductor (CMOS) to complementary metal oxide settings can cause serious problems that may prevent your computer from starting properly.
