When I start my computer I have the error message: "failed to connect to A Windows Service.

A few days ago, I received this message by turning on my laptop:

"Could not connect to a Windows Service - Windows cannot connect to the System Event Notification service. This problem prevents limited users to logon to the system. As an administrator, you can view the system event log to see why the service did not respond. »

However, when I go in the view of the event log, the "Event Viewer" window opens and I get this error message:

"The event log Service is unavailable. Check that the service is running. »

There are several other programs that will not open not because the message "failed to connect...". "appeared.

    It is sometimes easy to get rid of the error message by doing something like disable the startup item in msconfig (if you can still find), but I suggest you fix the problem and difficulty not only the symptom of the problem by simply deleting the startup message.
    I would also not recommend you start digging in the registry to try to find the startup item and remove it unless you have a backup of your system or at least a backup of your registry, because there is no 'Cancel' or 'quit without saving changes' option in regedit.  If you make a mistake, that's all.
    These ideas relieve 'rapid' and sometimes risky of the symptom if they not even work at all, but they can't actually solve the problem.  Also, I'd be suspicious of ideas that begin with the words "try."  You don't need to try things, you need to fix things.  You don't need to try ideas that might work, you must do something that will always work all the time.
    Here are the detailed instructions that protect you and solve your problem in the 'right' way.
    There is very little. DLL files that should be loaded from the C:\WINDOWS folder and is not one of them.  If you do not have a good explanation for the name of the file in a Google search, the chances are good that your system is currently or has been infected by malware.

    Unable to connect to the internet or home network. Cannot 'see' router, although only connected by LAN & Wireless N adapter (even if the wireless adapter has stopped working since the problem occurred).  Router is fine as I can connect the laptop to wireless internet and LAN. The PC is very slow and the glass on the toolbar icons have been replaced by the standard version. Most of the software on the PC runs but I can't access to things like the event log.

    Running SCF / Scannow. CHKDSK and made a complete analysis with Zone Alarm Extreme Security which none have discovered something wrong. I wonder if it is a virus on Board that is not windows & cannot be treated within MSDOS.  If this is the case how get Zone Alarm to sweep to the back?

    My system is 64 bit, with Intel CORE I7 clocked at 2.8 GHz, 8 GB RAM & 2x1.5TB disks in a RAID 1 (mirror) configuration.
