When sending emails to the account of my three children, the emails are just be stuck in the Outbox.

In the Outlook of my three children accounts, they can not send emails to anyone other than a handful of family members.  I suspect it's a left block by when the parental control of Microsoft allowed us to control the addresses they could send to.  But that feature has been removed, but it feels as if the 'blocks' are still in place.  This leaves us not use their accounts to mail to friends, teachers, etc.

Can someone help me remove these blockages?

The symptoms are very clear:

1. in all accounts, I can send an email to my own or my wife Outlook account.  Here are the addresses that we allowed long to the parental control of Microsoft.

2. immediately after, if I try to send an email to a different address (for example, to my e-mail address of work that I never "allowed" back in the day), the email goes directly into the Outbox and sits there without error.

3. what happens on our iPhones, iPads and PCs; so, it is not related to the browser, any cache problem, etc.

    As far as I saw, most of the smartphones will automatically recognize it these days, as long as the number is written in a format of regular phone number. This format also allows to make images or text other than a telephone number in a tap to call the link.

    Your SMTP server thinks that you are relaying a message. Probably the address/account that you use as the sender does not match the domain of your provider. This can also be caused by a change in the settings of your provider.

    Please check your settings account anyway, even if you have not changed. Maybe you can add information troubleshooting (help-> troubleshooting information) here too or try in safe mode...
