When the company's clients try to download Creative Cloud using a paid only license get trial versions

We have an enterprise Cloud creative license.  When some of our users to our Adobe Enterprise Portal and their company ID login allows you to download the product, they get only trial versions offered.  We had manually uninstall them other former Adobe products first, we confirmed that the correct E-mail is used, and we tried to create a new Adobe ID.  We are unable to install the full product even if our licenses are paid.  Any ideas why this happens?
