When to use a second window instead of the tabs?

I do a lot of comparative research and 25 open tabs is usual.
Sometimes I need a lot more - (I got 40 + tabs open...)
My question is:
When, or if, should I look to open a new browser window?

It is up to you. If you have enough memory 100 or 200 tablets should not be a problem. It can be a problem to locate a specific tab if you only open many tabs and it may be time to think of another window. You can also use a window for a specific topic.
