Why can't I install update? Error code 100

I am unable to correctly install update "Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update (KB951847) x 86".  Even after the deactivation, antispyware, firewall, etc., reboot, it refuses to install.  I get the error code 100.  Why?  This is the model of bridge GT5432, HDD 320 GB, Windows Vista Edition home premium.

Please see the following link for the Microsoft KB article to download The Windows Installer CleanUp utility. When you go to download it follow these steps:

1 Select this option to Save and put it on your desktop

2. click right msicuu2.exe (for Windows Installer CleanUp Utility) and select run as administrator.

3. follow the wizard to install the Windows Installer CleanUp utility

Now, click Start>all programs>Windows Installer CleanUp utility (provide administrator rights if prompted). Now, try to locate and remove the software .net Framework, after doing so, restart your computer.

Now, download and install the Redistributable Package of NET Framework 1.1 and the update:

Microsoft .NET Framework 3.5 v

Microsoft .NET Framework 3.5 Family Update

    Thanks a lot for your help.  My computer has 'lost' msiserver and I managed to download as a .zip file that I unzipped and then I had to open the unzipped file using regedit (he kept or by default in Notepad, which is not useful).  Once this is done, I restarted the computer and everything all right, I also fixed the same problem on my wife's cell phone.

    It's still a mystery as to why this program has been lost in the first place. I contacted IOLO and asked them if there is a problem with their package of System Mechanic and the withdrawal of msiserver.  So far, no answer to this, but they have explained how warns you System Mechanic, deleting a program by excluding scans etc.
