Why Firefox does not delete cookies by leaving to open tabs?

Firefox does not delete cookies for the tabs that are left open when you quit the browser even with empty cookie options set. Cookies are only eligible for the tabs that are closed before leaving the browser. I do not understand how this could possibly be a design decision because it completely defeats the purpose of the privacy settings.

Under Options > Privacy I enabled/selected, the following options.
