Why is - 17.151.38.201 trying to connect to my mail server?

I use 5.1.5 server in my OS X server, and I have the Mail service is enabled. In my logs, I see several messages like:

POP3-connection: Info: disconnected (no authentication in 0 seconds attempts): user = <>, = 17.151.38.201 rip, lip = xx.xx.xx.xx

or

IMAP-connection: Info: disconnected (disconnected to auth was ready, whereas dry 0): user = <>, = 17.151.38.201 rip, lip = xx.xx.xx.xx

where xx.xx.xx.xx is the IP address of my mail server.

Why that IP (which is an Apple IP address) trying to connect to my server using IMAP or POP3?

As you the indicated this address and in fact the entire block 17.x.x.x is all owned by Apple of the IP addresses. Other than Apple's Push Notification traffic which is not the most common cause of traffic incoming , i.e. traffic from Apple and go to your network is the "Accessibility" of Apple test traffic.

I would say that in this case it seems that it is indeed Apple do a test of the "accessibility" for your server.
