Why Windows asked to format a blank DVD when I try to paste some content copied in it?

I have about 14 hours. the video that I burned on DVD - DL (6) (and saved in the folder) using my video editing software.

I want to copy/paste again blank DVD + R DL rather than wait for the 1 1/2 to 2 hours. It takes to burn using my software.

I insert a burned disc, click on copy, then insert a disc DVD + R DL Virgin and dough, and the computer says I need to format the drive until I can copy over it.

If I am able to write to the disc on the same computer, why can't copy and paste without formatting? I took the disk already in the right format so I am able to burn on it.

Welcomed ideas on what is happening.

Normally, your burning software will take care of the formatting.  In this case, Windows asks the process.  By formatting the disk, the computer will be able to recognize data.
