    It's usually easy to fix, but if you removed all the dll and inf files, you can have a bunch of other problems that you have not yet discovered.

    If you mean when you try to use Add/Remove Windows components you see a message like this:

    Install was not able to load the master file.
    The application could not be initialized.

    This happens because this file is missing:

    c:\windows\inf\sysoc.inf

    There is no copy backup of this file on your system and run the System File Checker will not replace the missing file (sorry, that Microsoft committed Support Engineer 'experts').

    You will need to get a real copy of your XP bootable installation CD or from a reliable source.

    There's a copy on my SkyDrive, you can download - here's how:

    I downloaded a copy of XP Pro SP3 file you need on my SkyDrive (everyone has a SkyDrive for file sharing).

    You can download it and when you do, put a copy of the file in this folder (assuming that Windows is installed on your C drive):

    When you see the files available for download, you can not see the file extension (.exe, .dll, .cpl, .sys, .zip, etc.), but when download you them they will have the right extension.

    When you download the file (especially if you use Internet Explorer), when you get a chance to save the file, your browser is unable to save the file with an extension (by example, .exe, .dll, .cpl, .sys, .zip, etc) then you will need to manually add the extension appropriate to the file when you download the file before you save it.

    You can download the file without the extension, and then rename the file to add the appropriate extension.  You do not want to use a file named sysoc when the name of the file should really be called sysoc.inf (if the downloaded file has no extension, you will need to change the name of the file to add the appropriate extension to make it work.

    You must then copy and paste the downloaded folder appropriate on your system.

    You need to work with someone who has actually really seen and corrected this questions a few thousand times in the real world.

    You must first start by entering in the XP Recovery Console and running a chkdsk/r from there.

    If you do not have a genuine XP bootable installation CD from which you cn safe in the XP Recovery Console or you are not sure that you have a bootable CD, make a bootable CD of XP (no XP media required) Recovery Console and run chkdsk /r there.

    Here's how:

    The question was preceded by a loss of power, aborted reboot or abnormal termination? (This includes the plug pulling, buttons power and removing the battery).

    These can cause corruption in the file system that must be fixed before you do anything else.

    If none of these events occurred (or even if they have not taken place), you must verify the integrity of your file system before anything else (especially "try" things).

    There is zero logic to begin to try to begin to try to modify or copy files to a hard drive that has a corrupted file system, so this must first be fixed using the XP chkdsk program and run chkdsk on your hard drives may solve your problem completely.

    Use the XP Recovery Console to check the file system on your HARD drive and fix the problems and then try to start your system - this may be all you need to do.  Or, you are welcome to just start trying things that might work.

    Boot into the Recovery Console Windows using an XP bootable installation CD.

    If you have no XP bootable media (or aren't sure you have) create a bootable XP Recovery CD of Console and do not forget.

    This is not the same as recovery disks that might have come with the acquisition of the system store.

    You can make a bootable Recovery Console CD by downloading an ISO file and burn it to a CD.

    The ISO bootable image file you need to download is called:

    It would be a good idea to test your bootable CD on a computer running.

    You may need to adjust the computer BIOS settings to use the CD-ROM drive as the first device to boot instead of the hard drive.  These adjustments are made before Windows tries to load.  If you miss it, you will need to restart the system again.

    When you start on the CD, follow the instructions:

    Press any key to boot from CD...

    Installing Windows... going to pronounce.

    Press 'R' to enter the Recovery Console.

    Select the installation that you want to access (usually 1: C:\WINDOWS)

    You may be asked to enter the password (usually empty).

    You should be in the folder C:\WINDOWS.  It's the same as the

    C:\Windows folder that you see in Solution Explorer.

    The Recovery Console allows base as file commands: copy, rename, replace, delete, chkdsk, fixboot, fixmbr, cd, etc.

    For a list of the commands in the Recovery Console, type help at the prompt of commands or read on here XP Recovery Console:

    A good idea before you start things must first verify the integrity of your file system by using the chkdsk command.

    In the command prompt window, run the chkdsk command on the drive where Windows is installed to try to fix any problems on the afflicted player.

    Running chkdsk is fine, even if he finds no problem.  It won't hurt anything to run it.

    Assuming your boot drive is C, run the following command:

    CHKDSK C: /r

    Let chkdsk finish to correct the problems, he could find.

    It may take a long time for chkdsk complete or they seem to be "stuck".  Be patient.  If the HARD drive led blinks always, chkdsk is something.  Keep an eye on the amount of the percentage to be sure that it is still making progress.  It may even seem to go back sometime.

    You must run chkdsk/r again until it finds no error to correct.

    Remove the CD, and then type "exit" to exit the RC and restart the computer.

    You have not to set the BIOS to boot the disk HARD since the CD won't be.

    I checked the previous messages and can't seem to find a solution to this problem.  Recently I ran 3 different scans, i.e. sbybot, avast and Malawarebytes virus. After that I ran these anti-virus programs and remove viruses, I was not able to open any more virus scanners. Every time I tried, would open a window saying "Choose the program you want to use to open this file." If I try to download a new virus scanner, it says the same thing.

    When I try to open the Control Panel, add or remove programs, a window appears saying "C:Windows\system32\rundll32.exe Application not found. I checked this file on my c: drive\system 32 and see the rundll.exe file. I also copy and pasted the file rundll.exe my CD of Windows XP in c: Windows\System32

    Everything else seems to work fine on my computer, and I get no message on the rundll.exe file when the computer starts up first.

    When you installed new hard disk, you use the manufacturer's recovery media?  Look on the label of the CD.  He can tell the system recovery of Windows Vista Home Premium SP1.  If so, it is installed.

    I'm doing a fresh install of Vista on my desktop computer - using the original recovery of the DVD provided with my system. Installation went without a hitch and I am now manually check the updates of Windows. To overcome this problem, I downloaded the SP1 from Microsoft and installed manually. Now, the problem is that Windows Update says that my version of Windows is "up-to-date" - and I know that's not true that I am yet to SP1 and the latest Vista service pack is SP2 - that Windows Update does not offer me because he sees my machine as being up to date. I tried to download and run the Microsoft FixIt tool and have done so several times. Whenever I run this FixIt, the results show that there are problems that need to be addressed and which are later 'fixed'... yet Windows Update continues by saying that my machine is up to date, when, obviously, is not. Machines confused!

    Any help, guidance, advice, and/or marriage offers will be entertained and appreciated (just kidding on that last one). Thanks in advance!

    «Billybogs, thanks...» In fact, I found this answer even very late last night and had not yet had the opportunity to post my resolution. After trying FixIt after FixIt and even deployment of the tool was updated to Vista system, I still was getting messages from Windows Update saying that my system is up to date. Then I got the great idea to download and manually install SP2 - as I had also had to do with SP1 somehow. And sho' enough that did the trick. So thank you for the answer you provided - it was the same answer that I myself had discovered late last night. Thanks again!
