Windows 7 boot stuck at the screen 'welcome. '

Recently my lapto wasn't starting upwards. I get p/w but then I get a 'welcome' and it starts the buffering, but never goes further. Nothing has before. Help

Tried a soft reset and a hard reset when you remove the battery and put it again while it is unplugged. Did not help. I can't start in safe mode. I tried to do a restore which has been a success but it restarts when he says "there was a problem, restart your PC.     Have you tried to boot Win 7 in safe mode?
