Windows 7 does not recognize the theme nor .themepack files, so they will not install it...

When I double-click a theme or .themepack file install (and all the theme files I've downloaded directly from Microsoft, so no 3rd party themes, AFAIK), nothing happens. I tried to combine the shell32.dll file type and nothing happens, I tried a .reg file that was supposed to help resolve this problem and nothing that is a result of the merger.
I don't want to do it manually. What could be the cause of my system doesn't recognize is not a theme file, I downloaded Microsoft? Any help will be appreciated.

You are running Windows 7 Home Premium or higher edition? Themes do not work in lower editions like Windows 7 Home Basic and Windows 7 Starter.

But if you use Windows 7 Home Premium or higher and want to use Windows 8 theme, please change the file extension to zip to extract the images from the file and you need create your own theme among these images.
.themepack is the only expansion supported by Windows 7. .deskthemepack is the extension that works only with Windows 8 (note that .themepack is also supported by Windows 8).

    I fixed the problem myself. I found a link that helped me a lot to resolve. It seems that Windows loses somehow USBSTOR.xxx files in the C:\Windows\INF folder. They are necessary for Windows to hate storage USB devices correctly. You can simply copy them from (C:\Windows\System32\DriverStore\FileRepository\usbstor.inf_x86_neutral_83027f5d5b2468d3) to C:\Windows\INF, and everything seems to work great.

    On October 28, Windows Update has identified 3 updates to be installed (KB2388210, Ko 2284742 & 2249857 KB) which caused my PC hang on reboot (stuck to the ' install updates...) 1 screen 3).

    Since then, I managed to install 2 of the 3 (KN2388210 & KB2284742) successfully by individually selecting in Windows Update but the KB2249857 update will not install and now whenever the PC stops it hangs while trying to install this update and needs a "hard reset" (that is, hold the power button) to recover up to.

    I've seen a few posts on problems with this update, but no definitive answer or resolutions.  Any ideas?
