I have a server with an Intel® Server Board S5500BC I upgraded to 7 WS2K3 and installed more than 100 updates with windows update and it is still running extremely slow even though I know that the computer has the power to run 7.
Try to test the RAM to find errors.
Alternatively, you can try to disable the RAID and see what happens.
First try running Memtest86 +, which runs from a floppy disk or CD and should eliminate or
confirm whether your one or more of your sticks of memory are bad or the values of the SPD in the BIOS are correct.
Let it run for as long as you can: 2,4,6,8 or several hours, so no errors at that time then your ram is OK.

After installing some updates, the computer became so slow - especially during the same thaat start move the cursor of the mouse became a problem. Even the sound of windows when loging in is just sounds bad. This is the second time its happening. the first time that I had to format the hard drive and install windows again & evderything worked well until after the updates. I can't say what update is the cause of the problem, but am sure the problem is with some windows update. Any help will be greatly appreciated because I don't want to format the computer again, because later the question will come again unless I have disable windows update and live with the consequences.

Usually, I found that this happens when installing .NET updates - if you give the machine 20 or so minutes to regroup and then restart, the problem disappears usually.

Some games run very slow on Windows 8 as (chicken Invasion "v1, v2, v3" in red alert 2, Age of Empire 2)
but on Windows 7 on the same Machine perform perfectly, I tried to install DirectX,.
and tried to install the latest Version of the Driver VGA for Windows8 and tried to change VGA (Nvidia, AMD, Intel)

This is entirely based on compatibility to a level beyond what is offered in the standard "Windows compatibility" section. In addition to this, everything you said had absolutely nothing to do with the question. This has nothing to do with starting or whatever it is in the same direction.
What is happening is that something is interfering with the normal functioning of the game because of changes in the kernel of the operating system because it has been updated / rewritten since the inception of Windows XP.

The most likely solution for you has nothing to do with the videobuffer here is how fix you it:Find the Red Alert installation directory and find the file * md.ini.
In revenge for Red Alert 2/Yuri, it will be 'RA2MD. INI"(feel free to make a backup of the file before proceeding)
Open it with your favorite text editor (Notepad for most people)
Scroll down until you find the section [Video]
Just below you will add this line-
VideoBackBuffer = no
Save the file in the same place and load the game.Enjoy!
The VideoBackBuffer = none works perfectly, but in my case I also had to set the compatibility mode to Windows XP SP2.

I suggest that you tell us more about your system and then do a few scans for malware and fix performance issues.
It makes no sense to try to resolve a performance problem on the system without knowing anything about it or who might have an infection on this subject.

When we have a known starting point, then begin to fix things (don't try things).

Have you checked you anti-virus software, I found mine can slow down processing system from time to time. Also check the amount of free space you have on your hard disk, because if it becomes weak which will affect things.
