Windows 7 Upgrade but the display is all wrong

I have a Dell PC with an Intel Pentium 4 processor 2.20 GHz, 2 GB of DDR SDRAM 333 MHz and an integrated Intel 3D AGP graphics card.  After upgrading Windows XP to Windows 7, the view is terrible.  Background is blurry, icons are huge, and pop-up windows extend beyond the screen.  In Control Panel, appearance and personalization, the screen resolution set, the only option of 'Display' is "E1909W (Analog) from Dell on the Standard VGA Graphics Adapter" and "Resolution" drop-down list is locked at 640 x 480 (i.e., no other resolution options are able to be selected).  I'm afraid that my system is not capable of supporting Windows 7 but am not sure if any help or advice is appreciated.
