Windows blocked?

When I turn on my computer, it attempts to set up 3 updates, finishing 2 but still hung on the third. It said 0% complete and restarts, go to the third update and repeat.
I tried to put it on safe mode, turning off the coast, and I just kept getting the same thing.

Help please?

    Not related to your question, but your above posted system details see the several Console Java extensions.

    You can uninstall (remove) the Java Console extensions and disable the Java Quick Starter extension, you do not need to run Java applets.

    I have activated Windows parental controls for a child account on Windows 8.1 and disabled all applications that are registered except Chrome.

    I tested and it blocks a lot of things, but allows much more than just Chrome.

    I disabled the downloads in the center of the family, but downloading files via Chrome still works.

    Once connected was - this child account, I opened regedit and was able to tinker around in the registry and change everything that can create or modify a standard user account.

    Notepad works.  I created a .bat with some commands file and saved to the desktop.  Then, I clicked on it and run the script without any problems.

    Turn off all the sliders to block applications seems to give a false impression that the user is locked a lot more than they really are.

    Are there other applications and executable blocking settings that can be activated in the parental control?

    How can I set this up so that the child's account runs, which is expressly authorized in the white list and no other programs such as regedit, notebook, random scripts, etc.. ?

    I want this Windows system either as malware as possible evidence all being usable for surfing the web like a Chromebook, but this does not do.

    If the download blocking only works for IE, I couldn't remove Chrome in the list allow applications, but this still does not resolve the other issues listed.

    Did you run a full scan with your antivirus software or any removal of malware recently on your system?  If not, I would do that first.  What antivirus software do you currently use?  The link below talks about different malware removal programs.

    I just installed a network printer.  The PC is on a private network.  The printer is the Brother printer and it connects to the wireless router via LAN.

    Answer seems simple.  The print spooler service (C:\Windows\System32\spoolsv.exe) must be added with the exception of outgoing.  I'm just surprised, that's not in the group for sharing files and printer.

    I ran the last round of updates of security and the upgrade of IE over the weekend. Now by PC crashes every 4 or 5 minutes.
