Try to run the application as an administrator and check if it helps:
Temporarily disable the antivirus software and check if it helps.
Antivirus software can help protect your computer against viruses and other security threats. In most cases, you should not disable your antivirus software. If you do not disable temporarily to install other software, you must reactivate as soon as you are finished. If you are connected to the Internet or a network during the time that your antivirus software is disabled, your computer is vulnerable to attacks.
I hope this helps.

I have this same problem as many others but mine is when I try to use a pdf document, such as the filing of a form on the internet or make changes to a pdf form saved on my computer. I tried the suggestions on other positions, which one off my third-party anti-virus, which is Kaspersky. None of these things helped my situation. I always get the message when I click on a field in the pdf document that I should be able to change. I use Windows 8. The message that I get whenever I click on the pdf file is: Windows cannot access the specified device, path or file. May not permissions to access you these items.
Thanks in advance for helping me solve this problem. I was able to access fields on the PDF under Windows 7 on another computer.
Please check the solution proposed by Adobe.

I am the administrator and cannot open files or webcasting two other accounts of work very well.
Your administrator account can are damaged. To fix this use http://windows.microsoft.com/en-AU/windows-vista/Fix-a-corrupted-user-profile. If that is the only available Administrator Profile (you need to be an administrator to fix this), enable the Hidden Administrator Account (HAA) using http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?&lang=en&cr=US&guid=&sloc=en-us&dg=microsoft.public.windows.vista.administration_accounts_passwords&p=1&tid=d20f9db4-7b2c-48be-a087-7835dc2a9055&mid=d20f9db4-7b2c-48be-a087-7835dc2a9055. If you don't remember the password, try nothing because that's probably what you (or seller) did during the installation. Once that is done, don't forget to disable the HAA to save it in case it is necessary once again and for safety reasons (since people often try to hack into systems using this account). Do NOT use the HAA as your administrator account because if you lose the only administrator on the system account or it is damaged again, then you're watered.
I hope this helps.

W/sp2 Windows Vista running. The profile of the user with this message has worked fine until the Vista Total Security virus entered the picture. It affects only the user profile. I followed all the advice I could find to remove and I think, I managed, but now I can't access the desktop icons, the internet or even Solitaire that came preloaded! I can click on the Start button and join my docs & what's in the gray area of the window, but nothing else.
Make sure it is completely removed

1. don't you make changes before the show?
2. is the computer is joined to the domain controller?
You can not start any application on a client computer that is joined to the domain controller. When you try to start this type of application, you receive an error message similar to the following:
"Windows cannot access the specified device, path or file. You can not have the appropriate permissions to access the item.
This can also occur if the user account is damaged. If the computer is not connected to a domain controller, try the following steps.
1. connect to another user account and create a new user account to fix the damaged user account.
For more information about creating a new user account and the fixing corrupt user account, visit this link: http://windows.microsoft.com/en-US/windows-vista/Fix-a-corrupted-user-profile

It only occurs with certain applications. Firefox and steam (the game application), for example.
He regularly happening when trying to download a file with Firefox, regardless of the folder I tried to save the item to. Helped Disabling UAC. Sometimes, even when from time to time, however. I usually just download the file again in the same place, and it works fine.
With steam, it happens 100% of the time when he tries to update. I am trying to troubleshoot with them, but I strongly suspect that there is an underlying problem related to Windows. I am running Windows 7 Home Premium 64-bit.
It may be relevant that all my files have the blob (not checked) in the box 'read only '.
There has been no recent changes to my computer.

HelloAre you having the same problem during the download of Internet Explorer?Method 1:
I suggest you try the procedure described in the article and see if it helps.Error "Windows cannot access the specified device, path or file" when you try to install, update or launch a program or file
http://support.Microsoft.com/kb/2669244Note: There is a risk of data loss if all the files are infected and which can be removed in the cleaning process.Method 2:
If the problem is not resolved I suggest you to save the files and run an upgrade on the spot to repair permissions. How to perform an upgrade on the spot on Windows Vista, Windows 7, Windows Server 2008 & Windows Server 2008 R2
Warning: An upgrade on the spot is the final solution before you have to reinstall the operating system. Note that it takes as much time to do the upgrade as to reinstall the operating system. In addition, some of your custom Windows settings may be lost through this process.Hope this helps and keep us posted.
Hey everybody,I was running Windows vista professional for more than 2 years yesterday, I formatted my hard drive and reinstalled vista prof. (entirely new, different CD key). Everything works very well excenp for one thing - I had saved some of the programs and files on my external hardrive before formatting my laptop. Now, when I try to access these files I get the following msg-"cannot find the specified device, path, or file." You don't have permission to access them. ".I am logged in as administrator.
Help, please. I reallly need the files.
Any help would be appreciated.
It looks like permissions.
Try this on one of the files on the disk to see if it allows you to copy the files.
1 right click on the file, then select Properties
2. click on the Security tab
3. click on change, in the name box, type "Everyone".
4. in the boxes next to the permissions below, put 'Total control' for everyone
5. click OK, and then close the dialog boxes
6. try to copy the file that you just modified.
If the works above, you must change the permissions on all the files you want to copy. Normally, you can just highlight all the and follow the steps above to change the permissions on all files at the same time.

I am running Vista on my laptop Toshiba P200D. Recently I was making an error whenever I try to open the files that I downloaded from the internet. The message I get is "windows cannot access the specified device path or file. you don't have the appropriate permissions to access the item "."
- Safe mode (not to fix)
- (No luck) system restore
- check security options - I have full access to the file.
I am running Vista 32 bit. I have avast antivirus running, but is not working and im unable to uninstall it.
Any help will be accepted with gratitude,
Thanks in advance,
PS I'm the system administrator.
I do not fashion without failure, I advised a SafeMode with networking for network access using a wired connection to download and install Anti-Malware programs.
If this does not work:
Download/save the removal of Avast on a friend's computer tool > transfer it using a Flash Player > uninstall the corrupt Avast.
Which can be the source of the problem.
As you can not turn it off:
If under warranty, contact the manufacturer of your laptop.
If this is not the case, take it to a reputable repair shop, computer room.

My computer won't let me open anything, if I click on what anyone outside of the internet it says "Windows cannot access the specified device, path, or file, you don't have the appropriate permissions to access the item"? How can I get permission? :((((((Your profile seems to be corrupted. I could do this:
- Create a new account. This also creates a new profile.
- See if the problem is resolved.
- If this is the case, move your data from the old account to the new account. To do this, you must temporarily promote your new administrator-level account.
Next time you have a problem like that, try to solve it immediately. The "System Restore" mechanism would have probably fixed it for you in ten minutes.
