Windows cannot open Start Up repair is unable to repair

I had two or three occasions where windows wouldn't start and the startup repair program lights and solved the problem.  Unfortunately, this time it happened again and after having an update of windows Vista.  Windows startup repair program is came and after looking for my system me not could find a restore point (how is this possible?).  The program told me that I needed to reinstall my system with the disk provided by the manufacturer.  I was asked to back up my files if I loose all my files.  Is there a way to circumvent the duty to reinstall my system and backup all my data?  And why is it happening in the first place?

Condemned is a word that I try to avoid.  :)

My advice would be to tap F8 and see if we can start in safe mode.

If we can start in safe mode, then we can try a clean boot.

    If the system or Mode restore safe work not and you do not have a Microsoft Vista DVD, make a repair disc to do a Startup Repair:

    Download the ISO on the link provided and make a record of repair time it starts.

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.

    When you have changed that, insert the Bootable disk you did in the drive and reboot.

    Connect the external hard drive on another USB port and check.

    I just downloaded codecs on a website affiliated to microsoft.  I decided to remove this program and my desktop icons went, including shortcut icons.  Double click on these icons got me the message "Windows cannot open this file".  Then displays a folder on my desktop more Winxp32.  Great, now my whole OS is on the desktop in a folder and I can't open any file.  I have since run REGEDIT.     I'm trying to reinstall windows vista for the following reasons:

    1. I have SQL Server 2008 installed on my computer.  I deleted some files a long time ago and it screwed something and I couldn't reinstall.
    2. I had partitioned my hard drive for vista half and half SuSE and I deleted who and when I did, I think I deleted another partition - my recovery partition (E:\?).
    3. I need to clean my laptop.

    When I try to start the installation of a disk and I put in my product key, I get the following error:

    Windows cannot open the required file E:\Sources\install.wim.  The file does not exist.  Make suure all files required for installation are available, and restart the installation.  Error code: 0 x 80070002.

    Let me know if you have any ideas how I can fix it.  My next step was to recreate this E directory and download the install.wim file and re start the installation.  I could not find the file install.wim well.

    Hi Rob,

    I checked the link you provided.  What you downloaded was just the Vista recovery environment.  You cannot actually re - install Vista with that and if you blew your recovery partition unfortunately you may be out of luck.  You blew your partition containing Vista runs so the SFC will be of no help either.  I wish I had better news for you, but I don't see any way o get on without a Vista DVD.  I have good news for you if.  When you get your HP drive if you have problems with the installation, we will be able to help you with that.

    2. what disc do you use to reinstall?
    3. What is the exact error that appears when you try to start?
    4. at what point of the installation you get the error message?

    After researching the error 0x8007000D code is essentially due to file corruption and a problem with the drive itself.

    First check if you have scratches or dust on the disc and clean the surface and try again.

    To check if the disk is wrong, you will need to copy the contents of the DVD to the hard drive and try to install using that.
