Windows could not install windows on the computer

husband tired of reformatting my computer after a few problems. The problem started after trying to do an update and the update has been slain at 40% and it has restarted computer and it wouldn't restart. Tried to go on safe mode and tried other things. He did come back to windows once, would not work usb. We have tried to restart the computer and it n go back t widows. We have tried to reformat, let it go overnight because he was taking forever. He said that windows does not have can install windows on the computer. And invite you to try again. What is the problem? Anything we can do? It has been 3 days trying to do things with her.  Can we get the new windows 7 and try of ti which install?

    Automatic update of Windows attempted to load 4 updates recently, but an error message came up saying that it could not install SP2. The code was 0x80070b7.     Please help, I'm using Vista Home Premium 32-bit. I'm not very technical, and I think that my problems began some time ago when Vista Service Pack 2 Installation causing boot failure has failed and that I could not connect.     Try running ChkDsk to check your drive for errors. Right click on your drive icon / properties / tools / error checking.  Try first by checking do not each box (that it will run in read-only mode) to see if it reports any problems file or hard drive.  If so, restart it by checking both boxes and restart to allow him to attempt to fix any problems found.

    I was right. The wlsetup - web.exe 1 MB file has been corrupted (or disliked my 3 pc at least). I downloaded the full stand-alone 210 mb file from this link and installed without problem. Now works.

    It happens on my PC and laptop. I uninstalled both Live Mesh, but no change. I removed the other Windows Live from the PC programs. Laptop doesn't have these. Still no change.
    Both running Vista Home 32-bit.

    SOLVED.
