  It seems that you receive the message you want to software conflicts. I suggest you try to disable either the Avira antivirus and windows defender and then check if the problem resolves.

  Actually found an answer in the MS help section who told me how to clear registry key that cut my ability to use the Tools menu. Not sure how this key get updates in like it was working very well and then, bang, not so well. Have a blessed Christmas.

  There seems to be a lot of people who get this notification.  Too bad Microsoft chose not to tell us why its happening!

  Is it possible to disable this notification?  I've made a few changes in group policy limit some startup programs.  Now, I suppose that this appears when the program tries to start.  Really irritating.  Maybe there's something in group policy to restrict the notification?  Then there will be another notification telling me that this notification applies?  Laughing out loud!

  It is an old question continually cultures upward, I think it started with Win98 or certainly WinXP. Go to control panel > default programs > set your default programs, select Internet Explorer and click on set this program as default.
