1. Click Start, type Services.msc and press [ENTER]
2. double-click on Windows Installer.
3. set the Windows Installer to Manual startup type.
4. Click Start to start the service. Note the error message, if any.
5. click on OK.

First, what is your operating system? It is 32-bit or 64-bit? What service pack you have installed?You run the Windows Installer Cleanup utility? Did you remove Skype?
