  I have two child accounts.  They are active Windows Live acocunts, but they are not affiliated with hotmail (they are @sjohnson.ca accounts) I added successfully these accounts to my parental control account to manage, however I don't see sub parental permissions in my Windows Live account.

To get parental permission on your account page, please note that this page is for accounts of Parent of Kids for Windows accounts Live or known as accounts of the Children Online Privacy Protection Act (COPPA). Because these accounts are recorded in another e-mail provider, here are passports Kid of the provider. The page for parental consent will not show these accounts and cannot be visualised under https://fss.live.com/ for the follow-up.

  When I try to change my live billing on Windows information it says that it does not recognize my computer - wtf? - and attempts to send a confirmation code to my email address.
