I'm unable to load new Windows Live mail contacts, I have made the necessary changes to my email and takes off norton security to load the data and he always tells me that the contacts were not loaded, or the configuration was not loaded correctly. It asks that I reinstall...

You can send and receive messages from your online Charter web e-mail page (you have an even if you never use it)? At least you can use it (if it works) to send and receive emails until the problem with Windows Live Mail is fixed. This would exclude a problem with the service of the Charter itself (except perhaps the transfer of your location and messaging program-, but which will be intercepted in the next step, which is to contact Charter).
Contact the technical support of the Charter and ask for help in the creation of the Windows Live Mail account. Explain the problem. On Windows 7, WLM, AVG with e-mail, scanning disabled, it's a continuous but intermittent problem. Sometimes I can get it without any problem, sometimes, I get the error 5 times or more in a row, then magically, it works.
I tried the other steps like checking the boxes on the right on the Advanced tab, no difference. Sometimes I have two error messages, but it seems to be the most common:
