Windows Live Photo Gallery does not create in the toolbar, how can I use the fuse of the Photo?

I want to fuse photo order, but the ability to create does not show. Am I missing something? XP Pro

Fuse of the photo is not an option in the XP version of
Windows Live Photo Gallery.

Fuse of the photo is only available for Windows Vista
with SP2 or 32-bit or 64-bit version
Windows 7.
