Windows Photo Gallery can't open the photo scanned, says not supported

I scanned my curtain to the Windows Photo Gallery, so I can take a picture of the pattern on the curtain. It seemed ok scan but when I try to open it I get this message: "Photo Gallery can't open this photo or video. The file format is not supported or you do not have the latest updates to the photo gallery. "I see no updates and it is a jpeg so why don't it opens?

Have you tried to save the .jpg scan to a folder
and then add the folder to the Gallery?

Click on the folder and change your permissions for it and all subfolders and files all rights and if necessary take hand the case (and maybe the parent folder or even its parent - and all of the subfolders and files) until you have the permission you need. Here are the general procedures to help you:
To view your permissions, right-click on the file/folder, click Properties, and check the Security tab. Check the permissions you have by clicking on your user name (or group of users). Here are the types of permissions, you may have: http://windows.microsoft.com/en-US/windows-vista/What-are-permissions. You must be an administrator or owner to change the permissions (and sometimes, being an administrator or even an owner is not sufficient - there are ways to block access (even if a smart administrator knows these ways and can move them - but usually should not because they did not have access, usually for a very good reason).) I bought the new iPhone 6s at the Target store without a contract. When I put my SIM card, iPhone infomed me that it can not be activated.
The phone is new, legal, covered by warranty accroding Apple its database.
I called Apple support twice, they said it has been locked by someone, but can't even say the name of the company, which has locked and why.
Thus, Apple recommended just support me nothing. NOTHING! They even did not provide me the name of the manager who can help me in this situation.
I called T-Mobile, thay said that they don't lock this device.
Even the ATT has not answered all my requests.
Now, I'm dead gold Ibrik. What should do?
PS. I am totally disappointed by Apple's policy and support. It's terrible that the company with these brilliant products has this terrible attention legal clients.
Go to the place where you bought this phone and ask for a refund.

If you are video comes from a Hi8 camcorder, then it is analog, which has been digitized. And how and what facilities allowing you to scan this video may be important. But, since you say that you have changed this video before in Premiere Elements without a problem, I'll assume this isn't the question at the moment - although it could certainly be. Especially since you use a such relatively old version of Premiere Elements, one that requires you to manually configure your project.
In fact, try to download the trial version of the latest version of Premiere Elements and see if you experience the same problem. The current versions of the program are many more automatically and are capable of managing a much wider range of video file formats. You don't have to buy the program. Just try free trial and see if you still experience the same problems.
If nothing else, install the trial version 14 version COULD even repair what has been damaged in your codec library, if that's your problem in version 7.

Windows Photo Gallery. How can I change the settings in the Windows Photo Gallery to automatically open the image without going to the index first?
Additional information: there are 2 computers that I use on the first Gallery Photo of Windows will open the image and allow me to use the left and right buttons to scroll through the rest of the photos in the folder, that's what I want.
On the 2nd computer when I open an image it will open the Windows Photo Gallery in an index with thumbnails of the displayed record. How can I change so that it opens the same thing as the first computer?
I did the following on both computers; Right-click on the image and select open with...--> choose the default program--> go--> Program Files, Windows Photo Gallery, but it will be open always differently on computer 2.
Both computers use Windows Vista 32-bit.

This would happen if the file associations are corrupted on the computer, try method to set Photo Gallery Windows as the default program for opening files jpeg or png below image types.
(a) open default programs by clicking the Start button, click default programs.
(b) click on associate a type of file or Protocol with a program
(c) in the following list of file protocol search jpeg and make sure that you have associated with the program that uses it and then check if it works.
