Fortunately, not all is lost here for you. You have several options. You will need to create a CD of the utility. (1), you can boot from a usb flash drive and run utility Cd or 2) you can buy a removable usb device cd rom and there. It's the best option, but instructions differ radically, so I need to know which is your choice of boot options to help you. You won't have a windows disk to perform the procedure.

  • OS does not start and screen with the error (root) system32\hal.dll windows is damaged or missing black

    I was trying to stop some HP programs to start when I start my desktop computer. I did the following: start > run > msconfig.  Click on startup and unchecked HP four applications. Restarted my desktop computer and immediately had a black screen with the following message:

    The window could not start because the following file is missing or damaged:

    system32\hal.dll

    Please reinstall a copy of the above file

    I can't do anything in Safe Mode or one of the other options. Cannot re - install Windows XP Home Edition because Windows or Internet Explorer 8 will not run. Only the black screen and the message mentioned above.

    I use a desktop Dell Dimension 8400 computer.

    [1] Just finished everything on your step 10. I went with the Microsoft Security Essentials.

    [2] I still need to download site driver Dell trying to correct this "floppy seek failure pilot 1,2 and 3 not found: ATX, SATA 1, 2 and 3' problem"

    [3] I just got e-mail from Microscoft response that the thread that I created has been deleted, so I answer to you of a past replica.

    Wanted [4] Thank you for your time and patience to help me. Is there something else to do for me, you can recommend?

    A1. Wise move IMHO. The computer seems "snappier" now?

    A2. I can't imagine that another owner of a Dimension 8400 (or 4800?) has not encountered this problem before. Discover (i.e., search) the Dell office equipment forum: http://en.community.dell.com/support-forums/desktop/f/3514.aspx. If necessary, start your own new thread (registration required).

    A3. If you start another thread on the computer, I have posted a reply to this & you asked to publish a follow-up replies to your original thread. [?]

    A4. Welcome & thank you for your comments.

    In fact, there is something else you may need to do: it turns out that KB2607712 is replaced by the KB2616676 in Vista & Win7; Windows XP needs to have both installed [despite the mention you referred in your post on September 14, above] !!!

    => So if Update for Windows XP (KB2607712) is NOT listed in Add/Remove Programs, you will need to manually download/install a revised version [long story, involved - you don't want to know]:

    ~~~~~~~~~~~~~~~
    ACTIONS:
    1. open Internet Explorer to http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=27244 & click on the button CONTINUE.
    2. after VALIDATION, download the installer for KB2607712 & save it to your desktop - NOT run again!
    3. close all open applications (that is, anything with an icon on the taskbar).
    4. double-click on the file that you saved in #2 above to install the update. Follow all the instructions (reboot required).
    5. check that the Update for Windows XP (KB2607712) is now listed in Add/Remove programs.
    ===============
    PS: If you have NO Office or Silverlight or any installed Windows Live Essentials application, I can tell you how to start your Windows XP computer & full load more quickly.
  • Root Windows satellite 5200 701 system32/hal.dll missing
    My Toshiba s5200 701 crashed today.
    Windows displays this error:
    + windows didn't start because the following file is missing or corrupt: windows root system32 / hal.dll +.
    + Please re install. +
    First of all, this Toshiba is a European model and I live in the USA.
    Second, the model is old.
    Third, I don't have the XP CD reinstal the OS.
    I don't know if it's worth buying a new professional XP for this computer.
    All ideas, suggestions. Please notify.
    Hello
    I read on issues such as
    You need to reinstall the OS, but it would also be possible that this error is related to the defective HARD and/or RAM disk.
    Many uses had this error again after the new installation of the OS and in individual cases the RAM or the HARD drive has been affected as well.
    What to say; It s your decision what you want to do... I recommend reinstall Win XP once more to verify if this question relates only to lack hal.dll in the system32 folder.
    However the Win XP license is cheap, because Win 7 is on the market and no one wants to use 'old' OS which will be more in the coming years...
  • Missing or damaged"< root windows > \system32\hal.dll.
    I get the message "Windows cannot start because the following file is missing or corrupt" \system32\hal.dll. It is a Dell computer running windows XP that came preloaded on the Dell. I've been running this computer for years before, without this problem. Can anyone help?
    If the computer is not currently bootable,
    Then, you will need to borrow an xp installation cd to start the computer and run some commands through the function of the CD recovery console.
    Another option, to remove the hard drive and install it as a slave on a functional computer disk.   then use this functional computer and the o.s. to fix the problem on this slave drive.
    Another option is to see if dell experts have a different methodology to fix the error.
    There is a community forum to dell.com dell, where you can ask this question.
    in all cases, the question you have is not uncommon and has been requested and answered thousands of times.
    But according to the ansver on the support line, it is too technical for me, I put the CD rom and pressing the "F2" on the keyboard it lead me to a blue page with 3 columns, vertical on the left side with a menu to select with: System, readers, devices on board, video... so onon the system one I tried the boot sequence but get stock there.
    WINDOWS COULD NOT FIND START BECAUSE THE FILE IS MISSING OR DAMAGED
    WINDOWS ROOT>\SYSTEM32\hal.dll
    This message is rather misleading.  It happens because the boot.ini file that tells where to look for 'Windows' boot is damaged, so it is looking for the files in the right place - hal.dll is be the first person he's looking for. Set the BIOS to boot CD before the hard drive.  Start the XP CD and at the installation site, take the immediate R for repair.  Assume that any requested password is empty.
    At the command prompt, type:
    H r s C:\boot.ini attrib [press Enter]
    DEL C:\boot.ini [press Enter] [to remove the bad]
    BootCfg /Rebuild [press Enter] [to search an installations of Windows, and make a new one]
    Remove the XP CD and hopefully restart Windows. MS - MVP - Elephant Boy computers - don't panic!
