Windows Vista Home Basic Edition stuck in configuring updates: stage 3 of 3 0%

I tried F8 and boot into safe mode, safe mode with networking, safe mode with command prompt. They all took a while to load, but they returned to the same configuration updates: 3 screen 3 inches. Then the computer itself restarted again.

If it is an OEM (Dell, HP, etc), and Windows is preinstalled on the computer, you can check the Web site of the manufacturer for recovery options.
