Make a right click on it brings up a menu with 'open' and 'create a shortcut' by dragging it to the trash does not delete it.

  I guess your taskbar is on the top of the screen instead of the bottom? If that's what you hear, right-click the taskbar and select "lock the tasbar" to unlock it (if it is not already unlocked).
