Windows Vista not reponding: Windows Installer, Office 2007 (Outlook), add/remove programs, System Restore, etc...

I am looking for a solution fix my PC, HP Pavilion Slimline. Windows install Office 2007 (Outlook), add/remove programs and the system restore will not work. The apparent problem is a file corrupted in the system, based on the forums of Windows and Office 2007 and published articles.
I tried the following:
- Retore system Mode safe mode and in Safe Mode network - without success
- In Normal Mode Windows Vista will not respond to the system restore or the Add/Remove programs - without success
- Chkdsk/r - unsuccessfully
- sfc/scannow won't answer - no success
- Msconfig.exe helped with a clean boot; However, this does not solve the problem...
- Windows Installer is in auto status, but can not start; I have a 1053 error messsage... too slow
As it can be seen, there is a problem with my operating system. I have a recovery disk to format my PC in its original configuration. However, I have not saved my files that I won't lose to the formatting. Please advice.
