Windows XP 'blocked' file, told to go to properties of "unblock" but the option is not there

I have a file which is compressed. When I try to open it with the wizard the computer says that it has been blocked by Windows XP. When I followed the links on how to unlock, it is said right click on properties and click 'unblock' near the bottom of the dialog box. When I right click on the file, that there is nothing unlock in the dialog box. How to open this file?

How to back up and restore the registry in Windows
 
a. Click Start. Click run.
b. type regedit.exe, and then press ENTER.
c. in the Registry Editor window, navigate to the following location:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Attachments\SaveZoneInformation
d. double-click the SaveZoneInformation and set the value to 1. Click OK.
e. restart the computer and check.
