The question is a bit confusing. This isn't a 'service' which is being completed, earlier versions of Windows will always have Internet Explorer available for use. But it will probably get only security updates, no more new versions with new features.
IE has been ignored by Microsoft on Windows 10 in lieu of their new edge web browser [although I think I read that IE will still be available as an option in Win10].

Firefox is compatible with Windows XP, Vista, Win7, Win8 and Win10, so as far as Mozilla goes there is no problem.

    I saw your Adobe ID (email address), you used to post on the forums, and I see that your Photoshop elements 12 is already registered on your account.

    I suggest to uninstall the product and reinstall it, to Download Photoshop Elements | 14, 13, 12, 11, 10

    In addition, please turn off any security software or firewall temporarily what could cause this problem.
