Would a backup of PC data backup?

Hi, I recently had problems with my iPad 2 Air involving the iPad having a problem unprovoked where it won't turn while I was at work, even if I tried the buttons restart. The night after that happened, I went home and accused to see if something would happen and he showed a low power indicator and after trying to restart, it then off again. For almost a year my iCloud wasn't backup despite me having enough space, and I couldn't be bothered to fix, because I thought that regular backups for PCs would do the job. I lose my job for a year, or is it possible to recover from backup? Thank you.
