WT200 3G - manager says wireless connection is off

Can someone please. I have a Tablet WT200 and try to use/installation of the component of the 3G...
But the wireless connection manager continues to tell me that the radio is turned off.

Does not WT200 Tablet contain a physical switch to turn on WLan. You must ensure that the communications function wireless (in Win 7 settings) is enabled!

You can do this in the start menu-> Control Panel-> network and internet-> network and sharing Center
Here, press Set new connection or a network

At least, you should go to: start-> all programs-> Toshiba-> network & connectivity-> Wlan indicator settings
and may display the State of the Wlan connection system

And I doubt that it is the modem as there is another computer that can run youtube without loosing the Wi - Fi connection in the House.
    The model is a Toshiba Satellite L455D-S5976 laptop with processor Athlon X 2 Dual-Core QL-64
    I hope that I am clear, as I don't know what to do to stop this from happening.

    SUCCESS! the problem was solved!

    The problem from the beginning has been a problem with my antivirus AVG and youtube, the problem has been the accelerator of AVG, I had to turn it off to make the problem disappear, now I can watch YouTube peacefully

    IF someone comes to this same problem, with avg antivirus, follow these steps:

    Open the menu of the avg program

    go to Options
    so to advance settings
    Then expand "Web browsing Protection.
    Then click shield online
    Then simply uncheck the option 'Enable AVG Accelerator'

    I suggest you follow the steps below.

    Use Windows to configure wireless settings
    Step 1: Go to the start menu and select run
    Step 2: Type ncpa.cpl, and then click OK to open the menu of the network connections
    Step 3: Select your wireless service and choose the option change settings of this connection.
    Step 4: Go to the wireless networks tab and check use Windows to configure my wireless network

    Launch Windows Zero Configuration
    Step 5: go back to the start menu and select run
    Step 6: Type % SystemRoot%\system32\services.msc/s, and then click OK

    You use the Windows XP Wireless Manager or software that has been installed with the adapter?
